Se atrasa el proyecto del tren bala
El proyecto del tren bala sufre demoras en su avance debido a problemas en el esquema de financiacion.
La crisis financiera internacional, el incremento del costo crediticio de la obra y el conflicto interno con el campo conformaron un obstáculo infranqueable para el avance del tren bala.
El proyecto ferroviario emblemático de la administración kirchnerista se enfrenta a una nueva demora que, como mínimo, extendería hasta mediados de setiembre la primera emisión de los bonos por US$ 670 millones que fueron aprobados para la obra. El dato objetivo que frenó transitoriamente el tren bala fue la fuerte suba registrada en los CDS (Credit Default Swaps), que son los seguros contra un eventual default del país que forman parte del costo financiero de proyecto.
En lo que va de julio, los CDS a 10 años experimentaron una suba del 12,9% y cerraron ayer en 808,80 puntos básicos. Según la “ingeniería financiera” del proyecto que acordaron el Gobierno y el banco francés Natixis, cuando los CDS superaban los 800 puntos básicos se podía posponer la emisión de los bonos.
Aunque no lo admitan públicamente, la decisión de los funcionarios es trasladar el inicio del convenio financiero que resta firmar con el Natixis para mediados de setiembre. Además del encarecimiento del financiero, la salida de los bonos del tren bala se topa ahora con otro inconveniente: las vacaciones veraniegas en Europa y EE.UU., que paralizan las actividades bancarias por un lapso de dos meses.
Desde que fue aprobado en marzo, el financiamiento registró una suba en la tasa de interés del 10 al 16% por la desconfianza que reflejan los mercados externos sobre la situación argentina.
Iniciado a principios de 2006, el proceso licitatorio del tren bala concluyó en enero de este año con la adjudicación del proyecto al grupo Veloxia, que integran la francesa Alstom, las locales Emepa y Iecsa y la española Isolux.
Para la obra, el Gobierno convalidó una atípica ingeniera financiera que arrimó el grupo constructor y el banco Natixis y que consta de un crédito a 30 años garantizado con la cesión de títulos públicos.
La primera parte del financiamiento comprende un desembolso parcial del crédito y la emisión de deuda 2008 por el equivalente a casi $ 2.100 millones, que se destinarán al pago de los anticipos.
En tanto, la segunda parte trepa a algo más de US$ 3.200 millones y abarca el resto del préstamo y la cesión de los bonos pautados para el período 2009-2011
